Social Value
Eligible recognised measures may contribute to Social Value totals when quantity, lifecycle and evidence rules are satisfied. Opportunity, commitment, delivered, evidenced and verified totals remain separate — they are never merged into one headline figure.
Local Economic Value
Local supplier spend and related economic activity are reported separately. Local Economic Value does not automatically inflate Social Value totals.
CEAC-native outcomes
Not every useful CEAC result belongs in a monetised framework. Households connected, compute deployed, availability and similar outcomes can be quantitative without a £ Social Value proxy. We do not force a TOMs proxy onto outcomes that do not genuinely fit.
Carbon
Carbon reductions require an explicit baseline. Claim states remain visible: ESTIMATED, MODELLED, MEASURED, VERIFIED. MODELLED is never presented as VERIFIED. Overlapping carbon measures are blocked from double counting. Future Smart Atom routing evidence can be accepted as externally derived input without recalculating inventory in this UI.
Sponsor attribution
A sponsor only receives the proportion or specific outcomes allocated to that sponsorship. Attribution uses basis points and rejects over-allocation. Exclusive outcomes cannot be assigned to two sponsors.
TOMs data
Recognised Social Value measures may be used internally to value eligible outcomes. The underlying framework data and proxy-rate database are not exposed through the public platform.
